The charger must be hardwired and on an off-peak rate such as Dual Fuel or Deferred Load. Otter Tail serves only part of eastern and central North Dakota.

Nodak Electric Off-Peak Charger Rebate
Nodak Electric Cooperative members around Grand Forks
The largest charger rebate in the state, but the charger is sub-metered and under load control up to 16 hours a day in winter and 20 in summer. Worth checking that suits your driving.

Bright Energy Solutions Charger Rebate
Customers of the Cavalier, Hillsboro, Lakota, Northwood and Valley City municipal utilities
Municipal utility customers only, so co-op and investor-owned customers do not qualify. North Dakota's federal HEAR rebate has not launched, and the state warns that anything offering it now is likely a scam.
